Gay Malawi Couple sentenced to 14 years

According to MSNBC World News, Malawi courts have sentenced a gay couple to serve 14 years in prison because they are gay.
“Maximum sentences are intended for use for worst cases,” Magistrate Nyakwawa Usiwa Usiwa said as he delivered his sentence. “We are sitting here to represent the Malawi society which I do not believe is ready at this point in time to see its sons getting married to other sons or conducting engagement ceremonies.”
How do you judge when a country is “ready” for such things? What’s the criteria in place that would allow one to be able to determine whether you are ready to treat all humans equally?
